PPA SETS UP DUE DELIGENT UNIT TO FIGHT CORRUPTION
The Chief Executive Officer of Public Procurement Authority , Agyemang Boateng Adjei has disclosed that his outfit is poised in curbing the wastage of the nation’s revenue through contract that government undertake under sole sourcing.
Mr Agyemang Boateng Adjei disclosed that his outfit has currently established a due diligent unit tasked to scrutinize all applications made to the Authority for sole sourcing to ensure that contractor who bid for sole sourcing meet the criteria as specified by law.
“ The Due Diligence Unit is tasked to investigate ant application for sole sourcing, it will investigate contractor to find if the contractor has SNITT, VAT clearance, a Certificate from Ministry of Works and Housing, because on most occasions contractors who bid for sole sourcing do not meet these requirement” he says
Over the years the public purse have been milk dry by contracts executed under sole sourcing, the recent one is the over bloated 130 million which the Local Government Ministry sole sourced to the Jospong Group for the supply of one million waste bins and disposable bin liners under the John Mahama administration and are currently not being used by the Assemblies.
This he bemoan the wanton abuse of the laws that governs the process in obtaining contracts under sole sourcing. For instance,
Mr Agymang observed that “construction of a sea defense wall can take about 3 years, such project should not be executed under sole sourcing but it should be tended and not sole source, the abused of sole sourcing is a big issue in this country”.
Mr Agymang Boateng Adjei assured that the Due diligent unit will partner with some state institution to prosecuted all issues on the breech of the laws concerning sole sourcing to protect the state’s coffers from being looted.
“ Inasmuch as the unit lack prosecutorial powers if the unit finds any breach of the law, the unit will report to EOCO or CID to ensure value for money and the nations resources”.
